This is the category that grows out of the fourth test — accountability. If an organisation must show a regulator, a board and an insurer that a model was checked, the checking cannot be done by the team that built it.
The evidence here is the weakest on the site and is labelled as such: one vendor study of 3,519 postings across eight EU countries, from a company that sells governance tooling.Axipro 2026 What it measures is a hiring ratio — roughly seven builders per governance hire — and it is corroborated in direction, though not in magnitude, by the regulatory calendar those organisations are hiring against.
What holds it up
- Independently checking the work is the whole point — the builder cannot audit the builder
- Conformity obligations need named owners and documented evidence
- Insurers and boards are asking for both
What threatens it
- The headline ratios come from a vendor study with a commercial interest in governance hiring
- Enforcement timelines keep moving, which delays hiring plans
